Speed of Valerie = 3mph
walkie talkie coverage = 30 mile radius
Max distance coveage by walkie talkie= diameter = 60 miles
Distance covered in time t by Pauleine = 2t
Distance covered in time t by Valerie = 3t
2t+3t = 60
5t = 60
t = 12 hours
For 12 hours Pauleine and Valerie can talk
