You need an equation for each runner
Let s = speed of slower runner in mi/hr
Let d = the distance of the race
given:
+s+%2B+2+ = speed of faster runner
+1+ hr = faster runner's time
+4%2F3+ hr = slower runner's time

Slower runner:

Faster runner:

Multiply both sides by 3
