I think this is what you want:
Put your pencil at (0,-2) on the y-axis.

Comment: slope = -1/4 means "as x increases 4, y decreases by 1".

Move your pencil 4 to the right (0,+2); then move you pencil down 1
to (-1,+2)---put a point at (-1,+2)
---
Draw a line thru (0,-2) (-1,2)
That is the graph you want.
