It is a PRIME polynomial. Thus it can NOT be factored.

x^2-3xy+9y^2
= x^2-2*x*3y/2+(3y/2)^2-(3y/2)^2+9y^2
=(x-3y/2)^2-(33/4)y^2
Now apply this formula a^2-b^2=(a-b)(a+b)
