Just write an equation for exactly what it says
:

y = 3 + 5x
usually written
y = 5x + 3
:
"If 7 is added to 3/5 of the variable x, the result is equal to the variable y."
7 + 3%2F5x = y
usually written
y = 3%2F5x + 7
