speed of water be =3
speed up river =b-3..time to travel 60 miles=60/(b-3)
speed down river =b+3..time to travel down river=60/(b+3)
total time =60[{1/(b+3)}+{1/(b-3)}]=9
60*(b+3+b-3)=9(b+3)(b-3)
40b=3(b^2-9)=3b^2-27
3b^2-40b-27=0
