2x-3y=6
3y=2x-6
slope=2

Perpendicular line:
slope=negative reciprocal of slope of given equation=-1/2
equation: y=(-1/2)x+b
solving for b using coordinates of given point (5, -2) thru which line passes.
-2=-5/2+b
b=-2+5/2=-4/2+5/2=1/2
Equation: y=x/2+1/2
