This is a proportion, to solve just cross-multiply:
(y - 3)/(y + 6) = 2/7
7(y - 3) = 2(y + 6) {cross-multiplied}
7y - 21 = 2y + 12 {used distributive property}
5y - 21 = 12 {subtracted 2y from both sides}
5y = 33 {added 21 to both sides}
y = 33/5 {divided both sides by 5}
