-3x-3 = 2x-16+3
Get the x terms on one side the the number terms on the other, as follows:
5x=-3+13
5x=10
x=2

Checking the answer:
-3(2+1) = 2(2-8)+3
-3(3) = 2(-6)+3
-9 = -12+3
-9= -9
