These two terms are multiplied. When you multiply, the exponents are added.
a%5E2%2Aa%5E2+=+a%5E%282%2B2%29+=+a%5E4
%28-2a%5E2b%29%284a%5E2b%5E2%29+=+-8a%5E4b%5E3
