You can put this solution on YOUR website! I. The values are 5 sd's off of the mean. By Chebyshev's theorem there should be AT LEAST % = % = 96%.
II. By the empirical rule, assuming a normal or nearly-normal distribution, the values should be 1 sd off of the mean, so the values should be between 219-20 = 199 and 239.
