Using the vertex form of a parabola, y=a%28x-h%29%5E2+%2Bk where(h,k) is the vertex
f(x)=1/5(x+4)^2+3
Vertex is (-4,3) Line of symmetry is x = -4
a = 1/5, a>0 Parabola opens upward, Vertex is a minimum Pt. f(x) = 3
