Elimination, because you can add both equations to get a single-variable equation.

-13x = -13, x = 1

Substitute x = 1 into either equation (I'll do the first one) to get something like

2(1) + 5y = -3

2 + 5y = -3

y = -1

Solution is (1,-1).
