Which would make one of the numbers 3 and if you add 3 to both sides you get 15.
i don't think I am making this into a correct algebraic expression or getting the right answer.

Let the numbers be a and b
given:
(1) +a+=+.25b+
b must be the larger number because a
is only 25% of b
(2) +b+=+12+%2B+a+
Substitute (1) into (2)
+b+=+12+%2B+.25b+
+b+-+.25b+=+12+
+.75b+=+12+
+b+=+12+%2F+.75+
+b+=+16+
and, since
(1) +a+=+.25b+
(1) +a+=.25%2A16+
(1) +a+=+4+
The numbers are 4 and 16
