To find the kth = 21st percentile 

Step 1. Count the number of numbers.  [There are n=12]

Step 2. Take 21% of 12.   [Get 2.52] 

Step 3. Round this up to the next higher whole numbe, since 
        this is not a whole number.  Get 3.

Step 4. The 3rd value, which is 0 is the 21st percentile.

Answer = 0

To find the kth = 92nd percentile 

Step 1. Count the number of numbers.  [There are n=12]

Step 2. Take 92% of 12.   [Get 11.04] 

Step 3. Round this up to the next higher whole numbe, since
