0.21+0.19=0.40 voted
1.00-.40=0.60 not voted
1410*0.6=846 did not vote

Assuming that nobody voted for and against changing the bylaws, 40% of people voted. This means that 60% of people did not vote. Since there are 1410 people, and 60% is equal to .6, 1410*.6 people did not vote, or 846 people.
