Cosine function is >0 in quadrants I and IV
Tan function is <0 in quadrants II and IV
so, quadrant IV is where cos>0 and tan<0
...
It might help you to remember that:
Cosine function is>0 on the right side of the y-axis and <0 on the left.
Sine function is>0 above the x-axis and <0 below.
Tan function is >0 with the positive diagonal from quadrants III to I and <0 with the negative diagonal from quadrants II to IV
