c) The set of all American smokers who do have at least one health problem.

d) The set of all Americans who do have at least one health problem but do not smoke. This is a intersection of the complement of C with D.

BTW, the correct notation for this is a backslash rather than a minus sign, thus which is equivalent to

e) The set of all Americans who either have at least on health problem, smoke, or both.
