Even though I have not been exposed to much of the notation (pr, e' when ' can also refer to derivatives or transformations) I will assume e' is the event where e does not happen (what else could it represent?). In this case, if the probability of e occurring is 0.59, then the probability of e not occurring is 1 - 0.59 = 0.41.
