 m=slope of parallel line, y=-2x-3,=-2
 y=-2x+b
 solving for b using (x,y) coordinates of given point (-1,-2)
 -2=(-2)(-1)+b
 -2=2+b
 b=-4
 Equation of line:
 y=-2x-4
