Standard form for a straight line: y=mx+b, m=slope, b=y-intercept 
y=4x+b 
solving for b using (x,y) coordinates of given point (-2,-3) 
-3=4(-2)+b 
-3=-8+b 
b=5 
Equation of line: 
y=4x+5
