I'm not sure your 5 steps are the same as my 5 steps, but here are my 5 steps.

Step 1: Identify the variables (Let x = ____ )
Let x = number of hours worked
.15 x = union charge for each hour worked.

Step 2: Write the equation (total union charges).
.15x + $4 = $29.20

Step 3: Solve the equation.
Subtract 4 from each side:
.15x + 4 - 4 = 29.20 - 4
.15x = 25.20

Divide both sides by .15:
.15x%2F.15+=+25.20%2F.15
x = 168 hours

Step 4: Answer the question.
The number of hours worked was 168

Step 5: Check.
Union dues = $4 + .15*168
