i dont have book for algebra colege but its indicate her chapter 1 properties

You can put this solution on YOUR website! See, what they are saying is that in a=b, you need to replace b by the number three. So, when you do that, it'll look like a=3. Then you have an answer for a. They are explaining a basic property rule of algebra.
