Assume the active ingredient is "ai"

Equation:
ai + ai = ai
---
0.10x + 0.20(20-x) = 0.18*20
----------------------------------
Multiply by 100:
10x + 20*20-20x = 18*20
----
-10x = -2*20
x = 4 liters (amt of 10% solution needed)
----
20-x = 16 liters (amt of 20% solution needed)
