The decimal form of 583/10,000 is 0.0583. When you divide a number by 10, 100, 1,000, etc (one followed by a number of zeroes), you must follow this procedure:
- Rewrite the original number (583 in this case) with a point at the end: 583.0
- Move the point on digit to the left for each zero in the divisor. For example, if you're dividing by 10, then you should move the point one digit to the left, getting 58.3. If it were by 100, you would get 5.83.
- If the number of zeroes is greater than the number of digits in the original number (as in this case), then add zeroes at its left. For example, 583/1000 = 0.583. Finally, 583/10000 = 0.0583.
We conclude that 8 583/10,000 is, in decimal form, 8.0583

8583/10000=8583.0/10000
When dividing by powers of ten, just move the decimal point of the numerator backwards for every zero after the 1 in the denominator.
e.g 7/10=7.0/10=0.7
e.g 2000/1000=2000.0/1000=2
so 8583/10000=0.8583
