Yes to the 1st question.
No to the 2nd. You only FOIL when you have binomials
to multiply.

Your Problem:
= 25x^4y^6

Hi
This becomes a process of multiplication of like terms:
Note: %28+x%5Em+%29%28+x%5En+%29+=+x%5E%28+m+%2B+n+%29
(5x^2y^3)^2= (5x^2y^3)(5x^2y^3) | Yes!
(5x^2y^3)(5x^2y^3) = 25x^4y^6
