Put a point with your pencil at (-2,-1)

Since slope = 3/1, move your pencil 1 to
the right to (-1,-1)
Then move you pencil 2 down to (-1,-3).
Put a point at (-1,-3)

Draw a line thru (-2,-1),(-1,-3).
That is the graph you want.
