In your case it would be better to solve by multiplication because the coefficients of x or y are not the same.
7x - 3y = -2
2x - 5y = -13
Choose either the x or y to start. I'll choose the y. The common factor between them is 15. Multiply the top by 5 and the bottom by 3.
35x-15y=-10
-6x-15y=39
Switch the signs before the equals sign
35x-15y=-10
-6x+15y=39
-------------
29x=29
x=1
Plug 1 back into x for one of the equations.
7(1)-3y=-2==>7-3y=-2==>-3y=-9==>y=3
The ordered pair answer is (1,3)
