It's a linear system. Both eqns are linear.
If you graph them, they're straight lines.

Solve both of the for y.
2y = 4 – 6x --> y = -3x + 2
3y + 9x = 6 --> y = -3x + 2
It's 2 versions of the same equation.
Dependent, --> an infinite # of solutions.
