Graph the line passing through (0,2) with slope -1/2.

 y = (-1/2)x + b

 2 = (-1/2)*0 + b

 2 = b

 y = (-1/2)x + 2 y-intercept is Pt (0,2)

Note: as y increases/decreases by 1, 

x increases/decreases by 2 in an "opposite fashion"
