complement of an angle of 29.57 degrees:

Note 1° = 60'   (and 1' = 60" for later reference)

 90° - 29° 57' = 

  89° 60'

- 29° 57'

  60° 3'

= 60.43 degrees (if the .57 is decimal, and not minutes)
