y-intercept at (0,3)

Put a point at (0,3).
----
Since slope = 4/3,
move the pencil 3 to the right to (3,3)
then move the pencil 4 up to (3,7)
Put a point at (3,7)
----
Draw a line thru (0,3),(3,7)
That is your graph.
