I am not sure I know what you are looking for.
The equation would be the following.
y=mx+b
-1=5/6*3+b
-1=15/6+b
-1=2.5+b
b=-3.5
----------
y=5/6x-3.5
--------------
plot using point slope
start from (3,-1) count 6 right and 5 up for next point
repeat the same from there.

You have everything you need to write the equation except b, the y-intercept. To find b, substitute x, y, and m into the standard form to get:
