It's a little confusing the way you present it
Is it:
log%282%2C.5%5E4%29
or is it
%28log%282%2C.5%29%29%5E4
I'm guessing it's the first one
The general rule is:
+log%28a%5Eb%29+=+b%2Alog%28a%29+, so
+log%282%2C.5%5E4%29+=+4%2A%28log%282%2C.5%29%29
note that
log%282%2C.5%29+=+log%282%2C2%5E%28-1%29%29
From the above rule, this is
+%28-1%29%2Alog%282%2C2%29+ so, the whole thing is:
+4%2A%28-1%29%2Alog%282%2C2%29+=+-4 answer
