The intercepts are the points where the graph crosses the axes. So the x-intercept is the x value when y=0, and the y-intercept is the y value when x=0.
First put in standard form (y = mx + b)
7x - 4y = 14 -> 4y = 7x - 14 -> y = 7/4x - 7/2
Putting x=0 in the equation gives y = -7/2. (We already knew this since the 'b' in the above equation represents the y-intercept)
Putting y=0 in the equation gives 7/4x = 7/2 -> x = 2
