given:
x=-2%2F3

-9x-2y=8...plug in x and find y

-9%28-2%2F3%29-2y=8

-cross%289%293%28-2%2Fcross%283%29%29-2y=8

-3%28-2%29-2y=8

6-2y=8

6-8=2y

-2=2y

-1=y
check:
plug in x=-2%2F3 and y=-1 and see if the left side of the equation is equal to right side
-9%28-2%2F3%29-2%28-1%29=8.
