let assume length =x
then width = (3/2)*x - 1
[ 1 +1/2 =3/2 ]
2( x + 3x/2 -1) = 38
=> 5x/2 - 1 = 19
=> 5x/2 = 20
=> x = 8
length = 8 cm
width = 11 cm
