I assume the 10's are the bases of the logarithm:
log%2810%2C+%28y%29%29+-+log%2810%2C+%282-y%29%29+=+0
The quick way to solve this is to add the second logarithm to each side:
log%2810%2C+%28y%29%29+=+log%2810%2C+%282-y%29%29
The only way for these two base 10 logarithms to be the same is if the arguments are the same , too:
y = 2-y
Adding y to each side:
2y = 2
Dividing by 2:
y = 1
