Perimeter of a rectangle = 2(width) + 2(length)

2x + 4x + 8 = 200 {used distributive property} 
6x + 8 = 200 {combined like terms} 
6x = 192 {subtracted 8 from both sides} 
x = 32 {divided both sides by 6} 
2x + 4 = 68 {substituted 32, in for x, into 2x + 4}
