12% of 3000 = 12/100 x 3000/1 = 360 (people)
10x + 15y = 360

Well you're almost there...first the 10 and 15 need to be written as decimals...and what you need to figure in is that x + y = 3000...so that y = 3000 - x and
.10x + .15y = 360 becomes
.10x + .15(3000 - x) = 360
.10x + 450 - .15x = 360
-.05x = -90
x = 90 / .05 = 1800
thus
1800 people laid off in aerospace and
1200 laid of in agriculture
