x + 10 = Ray now

x + 8 = Cindy in 8 years
x + 18 = Ray in 8 years

x + 18 = 2(x + 8) {in 8 years, Ray will be twice as old as Cindy}
x + 18 = 2x + 16 {used distributive property}
18 = x + 16 {subtracted x from both sides}
x = 2 {subtracted 16 from both sides}

Cindy is 2 now.
