All this means is:

2x%5E%283%2F2%29 * 3x%5E%281%2F3%29; (the numerators are 3 and 1
:
When you multiply, you add exponents:

6x%5E%28%283%2F2%29%2B%281%2F3%29%29
:
Common denominators is 6
:
6x%5E%28%289%2F6%29%2B%282%2F6%29%29; (the numerators are 9 and 2
Which is
6x%5E%2811%2F6%29; numerator is 11
