There is a way that "non-math" types prefer, but I can't remember it. Maybe someone else will contribute that method. I prefer to just set up an equation, where x is the unknown number, and solve for x.

First, "50%" means .50, "what #" means x, and "is" means equals.

The equation reads:
.50x+=+30+
To solve for x, just divide both sides by .50
.50x%2F.50+=+30%2F.50+

Use a calculator, or multiply numerator and denominator by 10 to get 300/5.

+x+=+60+

read my percentage lessons that i have written on this site. However, apart from that, just from a common sense approach, don't you know the answer?

50% of how much is $30? --> answer $60
