Think of this as 11%2A%28pi%2F2%29
The question to ask is: How many pi%2F2 radians will
get you from pi%2F2 back to pi%2F2 again?
The answer is 4 and any multiple of 4,
so 4, 8, 12, 16, etc.
Now I can restate the problem as:
11%2A%28pi%2F2%29+=+8%2A%28pi%2F2%29+%2B+%283%2Api%29%2F2%29
The 1st part just brings me back to where I started, and I'm
left with 11%2A%28pi%2F2%29+=+%283%2Api%29%2F2

I'll show you a tougher example:
511%2A%28pi%2F4%29
Starting from pi%2F4, how many multiples of pi%2F4 will
bring me back to pi%2F4? The answer is8,
and any multiple of 8, like 8,16,24, etc.
511%2F8+=+63+%2B+7%2F8
Ignore the 63 because that is how many times you go
completely around and back to pi%2F4, so the answer is:
511%2A%28pi%2F4%29+=+%287%2Api%29%2F8
