Using the standard slope-intercept form for an equation of a line y = mx + b

  where m is the slope and b the y-intercept.  

5y+3x+2=19+3x     |solving for y

   5y = 17

    y = 17/5      |y = mx + b 

In this ex:  slope m = 0 and b is 17/5

 Slope is zero, line is parallel to the x-axis and the y-intercept Pt(0,17/5)
