The y-intercept has nothing to do with the vertex.

You are right that the x-coordinate of the vertex is -3/2. However, the y-coordinate is

-%28-3%2F2%29%5E2+-+3%28-3%2F2%29+%2B+6+=+33%2F4

So the vertex is (-3/2, 33/4).
