Divide 64 into two parts 

Let x and (64-x)represent the two parts

Question States***

 (2/3)x - 1/4(64-x)= 28  Multiplying each term by 12 so as all denominators = 1

  8x - 3*64 + 3x = 28*12

          11x = 528

            x = 48 , Other part is 16

  2/3*48 -1/4*16 = 32 - 4 = 28
