Per cent means out of 100.
So what a percentage does is compare the fraction to what it would be like out of 100.
So if you have the fraction 5%2F7, you can find it's equivalent percentage by,
5%2F7=X%2F100
X=500%2F7=71.4
So 5%2F7 is the same as 71.4 out of 100.
