Completing the square to put into desired format:
9(x^2 - x) +1
9[(x- 1/2)^2 -1/4] + 1
9(x- 1/2)^2 - 9/4 + 1
9(x- 1/2)^2 - 5/4 in the form a(x+b) + c where a = 9, b = -1/2 and c = -5/4
