Yes the height is 15. Good.
Now the diagonal is the hypotenuse of a right triangle with a base of 20 and height of 15. The 20 is found by subtracting 8 from 28.
So we have a 15 - 20 - 25 right triangle (really a 3-4-5).
Thus the diagonal is 25.
